The Policy Paper includes and analyses current State and European legislation and address' legislative and financial barriers. Among others the Policy Paper includes:

• Concrete suggestions for EC measures for the promotion of ST-ESCOs
• Concrete suggestions for necessary state legislation and/or legislation modifications in order to support ST-ESCOs development.
